I don't mean to be rude, but what a waste of time. He offers no concrete suggestions at all, and most of his points are common knowledge. Does government actually pay for this kind of consulting, or was this just the sales pitch for his services?

About 2/3 of the way through the presentation, it really began to seem like a sales pitch for Brookings consulting services.
